Will Delhi become a full state in AAP government span of time (tenure)?

I take liberty to use “horary astrology” to predict the possibilities of Delhi ever become a full state in AAP government span of time (tenure).
I assign the horary number (seed) randomly selected (between 1 and 249 by the use of a book of nadi astrology) as follows:
The beauty of horary lies in the fact that most of time, the natural significator of a particular event comes in the Dasa System. Dasa Lord Rahu and Bhukti Lord Saturn and Antar Lord Saturn represents litigations, court cases. No litigation is possible without there presence either by conjunctions or aspects. Rahu will remain dasa lord for the entire span of time (tenure) of AAP government means litigations never end. Rahu is nakshatra lord or sublord of majority of planets including sun and moon.
